Randy Black’s journey with FCCB began in 1993, rising through the ranks as Controller and CFO before taking the helm as President and CEO in 2004. Under his leadership, the bank has grown into a Russell 3000 company, fueled by his deep expertise in finance and a “big picture” approach to community banking. Beyond the bank, Randy serves as a Class A Federal Reserve Bank Director and Audit Committee Chair, helping shape the financial landscape at a national level.
A proud Bloomsburg University and LSU Graduate School of Banking alumnus, Randy is equally committed to the future of education. As a Pennsylvania State University Board of Trustee member and Chair of the Audit & Risk Committee, he provides steady governance to one of the nation’s premier institutions. Whether he’s navigating complex federal policy or volunteering with local youth and church groups, Randy’s focus remains the same: driving growth and providing consistent, principled leadership for the communities we serve.

LeeAnn Gephart
EVP, Chief Banking Officer
With over 20 years of industry expertise, LeeAnn Gephart is the strategic engine behind FCCB’s retail success. As EVP and Chief Banking Officer, she oversees everything from branch strategy and marketing to talent development and security. A double-alumna of Bloomsburg University (Finance) and a graduate of the PA Bankers Executive Leadership Institute, LeeAnn combines deep technical knowledge with a high-energy, results-oriented approach.
But for LeeAnn, leadership doesn’t stop at the bank vault. She is deeply rooted in her community, serving as Co-Founder and Race Chairman for K’s for Cancer of Lycoming County and holding board positions with the Central PA Food Bank and L.I.F.E. Child Care. Recognized twice as a “Foremost Under 40” leader, LeeAnn is dedicated to building stronger banks and even stronger communities.





Jason Landis
VP, Ag Lending Team Leader
Jason served the Ag community for years in a variety of areas within the industry, including Lending. He graduated with a BS in Business Management from Elizabethtown College. Jason serves as a Vice President on the Lancaster County Farm Bureau Board and actively farms with his family raising crops and cattle. He’s also involved in the family milling business, Haldeman Mills.
